Seriously, looks like plain old image management. They want EU frankenfood protestors and the US religious right off their back. As an added bonus, it fits into the whole idea of rule by selective application of law: regulate everything, and then if someone politically disfavored goes and violates regulations, boom, it's perfectly legal to lock him up and throw away the key.
