"absent rather massive cultural changes, such policies would not be very successful" -- Jimbo

But government policy also strongly influences the sort of "cultural changes" which are meant here by Jimbo.

"I doubt govt intervention alone will be effective. Until then, you're jumping to conclusions about the effect govt will have with their new policies." -R

Stay tuned, Jimbo and R. Ya wanna meet and discuss this again in, say ... uhhhhhhh ....let's see ..... nine months from now?

Unadorned:
"Sooooooooooo .... looks like governments can control domestic birthrates after all! -- and quite easily at that, it would seem! If memory serves, when I suggested as much on another GNXP thread not long ago, I was treated by most who noticed my comment as something from the planet Uranus."

I echo Jimbo's points. Unless there are concomitant cultural changes in the populace with regard to having kids, I doubt govt intervention alone will be effective. Until then, you're jumping to conclusions about the effect govt will have with their new policies.

BTW, I have nothing against the policies and wouldn't mind if they actually work.

Well, Unadorned, as I recall no one here said that governments couldn't change policies to encourage fertility, or even that it wasn't a good idea - just that, absent rather massive cultural changes, such policies would not be very successful. I wish the best for HK, but I don't think fiddleing with tax credits is gonna do it...

"Local leaders announced today that they would begin accepting immigrants based partly on their wealth and talents and would adjust tax policies to encourage families to have more babies." (from the linked article)

Governments can control and even fine-tune birthrates very easily. Count on it. That governments here and in Europe prefer the massive importation of third-worlders to taking the natality restraints off their own populations is purely political. That can and should be changed.

Multiculture, Pah!, Actually spinning off areas where the indigenous inhabitants are getting a raw deal from the majority may be better. Im sure the Tibetans and Uigher wouldnt mind this. Not that it matters as they are being submerged under the weight of Han at the moment

"Once and individual is not long of service to the state, he is ejected."

-this refers to my special case, I'm happy not to overstay my welcome with the Han as im getting paid for my services to them. It's more economic cooperation than anything so dramatic as the use and abuse of the tragic migrant worker..

As well I didnt mention a state, Han are now a transnational ethno racial collective with branches in many many countries with various amounts of power within these countries.
Sure the goverments a massive hulk but at the end of the day its more resembles a low profile natsoc goverment then anything else. Hope the spies arent reading this or im in trouble :)

"product thats 'useful' to the Han"/

And how to your local Tibetans and Uigher feel about this? China is a multi-ethnic, multi-cultural state. The Chinese flag represents the Han majority and the key minorities. It's not america-assimilationist so much as a "national minority" model, similar to what's done in Finland (though in pratce, far inferior).

Thank God (the one most folks on this blog don't beleive in) that Canada and the US have not gone that route. Once and individual is not long of service to the state, he is ejected. Not a model I want to see.

And individual multi-culturalism is a much better solution than 'national-minorities'. It is an individual, not cllective, approach. Trudeau over Levesque.

The chinese laugh at multicultulism. I am here in china for the simple purpose that I am an economic product thats 'useful' to the Han and can pass skills on to the people here. The huge amount of cheap labour here will certainly stop economic migrants, and I doubt anyone will be looking for asylum here either! Once I stop being of use to these people i'll be turfed out with out so much as a wimper! If only the west could be so unemotionally attached to the concept of solidarity among a people! I suppose being eternally mentally traumatised by WarWar2 put a stop to that ever happening.

Due to population momentum, China doesn't need to allow any immigration but will still be able to field a great deal of intellectual capital amongst its populace for decades to come.
