Teachers should be evaluated on how much value they add to their students' native ability. But these policies encourage bright teachers to get the heck out of schools with dumb kids and into schools with bright kids, so they can cash in. This exacerbates the inevitable tendency for kids at inner city schools to be taught by teachers who are there only because they themselves are too dumb to get jobs at suburban schools.
Bottom line: Policies built on self-evidently wrong ideas about humanity end up hurting the children they were supposed to help. And their teachers.
No surprise – except to school administrators and other politicians.
At the school in question, 50% of the students were African-American, a large portion "underclass." One of the elementary schools I went to in upstate New York when I was a kid was about 5% black. Even at this low percentage, young black males can (and did) terrorize everyone else and assert their dominance in the halls. The fact that they seemed larger and more well developed than the other kids gave them a built in advantage, but they also seemed less averse to using violence to resolve conflicts. You can posit whatever explanation you want, but this sort of dynamic has to be addressed and talked about or no one will ever be able to resolve "white flight" or "fear of a black planet."
